The standard AK round is 124 grains, the standard M-16 round is 55 or 62 grains. Thus 2 to 1 is a more accurate description of the round weights. 147 grains is standard for M80 ball, but that is a 308 not an AK round. Yes, there are bullets that heavy for the AK – there are 75 grain bullets for the M-16. Still 2 to 1 is the right range, not 3 to 1.

Also keep in mind the velocity of that M-16 round is 3000 FPS vs 2400 FPS for the AK, so the energy of the two is quite similar. Both are carbine rather than full rifle rounds, much more energy than any pistol ammo, but less than a 308, 30-06, or 7.62×54 Russian.
